Foreword

 

Jared and Sabrina Ellison founded the Ocoee Youth Soccer League (OYSL) in 1996.  The original Board also included Terry and Louis Goldstein, Debbie McDonald, Debbie and Greg Gallo and Gabrielle Solomon.  Bruce Nordquist was our City of Ocoee Liaison.  Since then, the League has experienced substantial growth.  As is often the case with growing organizations, we have reached a plateau limited by the challenges that face a diverse group of volunteer managers, the Board of Directors.

 

One of the largest burdens on a Board is the cumbersome task of deciding operational issues at and between Board meetings, or recovering from individual Board member actions that should have been considered by the full Board.  To reduce this burden and risk, the Board of the 2005 – 2006 season created an Operations Manual under the leadership of President John Vogt.  The Ops Manual provides a central authoritative resource detailing the outcome of operational decisions of past Boards and freeing future Boards from the task of approving every day-to-day activity.

 

This Manual represents the compiled wisdom of the OYSL.  It supersedes all prior Board actions, but does not bind the Board from making changes at any time and is effective immediately.  As the Board changes policy, the manual should be updated to reflect those changes.  Each year, the new version should be published on the web site, www.ocoeesoccer.net, so all can understand how the OYSL works, and what opportunities are available for facilitating improvement.


 

Elected Board Message

 

Our goal every season is to ensure that OYSL continues to run as our founders wished.  Their goal was to provide a safe and fun environment for all.  To that end, this year’s OYSL Board has made decisions that may not have been popular with every adult,  but the goal was to make it best for the players.  Keeping the end result in mind, we are constantly working to make changes to things that do not work out as planned.

We recognize that some of the age groupings of the 2009-2010 did not work out as planned.  We will be working on developing age divisions that better meet the development needs of the players.

The OYSL Board is dedicated to what is best for the children, ensuring that they have the best soccer experience possible. We look forward to an exciting year with changes that will only make our league, your league, the children’s league a better place!

 

Ocoee Youth Soccer League
Mission and Code of Ethics.

1.1. Mission

1.1.1.      The OYSL is a recreational semi-competitive, non-profit organization, serving children from the ages of 4 through 17.

1.1.2.      The OYSL is committed to providing a safe and fun environment for kids to learn and play the game of soccer.

1.1.3.      Our goal is to develop fundamental soccer skills, good sportsmanship, and healthy competition.

1.2. Code of Ethics

1.2.1.      The following Code of Ethics will bind all participants, coaches, and spectators while participating in OYSL sanctioned events.

1.2.2.      Players

1.2.2.1.I will encourage good sportsmanship from fellow players, coaches, officials and parents at all times.

1.2.2.2.I will remember that soccer is an opportunity to learn and have fun.

1.2.2.3.I will deserve to play in an environment that is free of drugs, tobacco and alcohol; and expect everyone to refrain from their use at all soccer games.

1.2.2.4.I will do the best I can each day, remembering that all players have talents and weaknesses, the same as I do.

1.2.2.5.I will treat my coaches, other players and other coaches, game officials, other administrators and fans with respect at all times; regardless of race, sex, creed or abilities, and I will expect to be treated accordingly.

1.2.2.6.I will concentrate on playing soccer. Always giving my best effort.

1.2.2.7.I will play by the rules at all times.

1.2.2.8.I will at all times control my temper, resisting the temptation to retaliate.

1.2.2.9.I will exercise self-control.

1.2.3.      Coaches/Volunteers

1.2.3.1.I will never place the value of winning before the safety and welfare of all players.

1.2.3.2.I will always show respect for players, other coaches and game officials.

1.2.3.3.I will lead by example, demonstrating fair play and sportsmanship at all times.

1.2.3.4.I will demonstrate knowledge of the rules of the game and teach these rules to my players.

1.2.3.5.I will accept all decisions made by officials as fair and called to the best of their abilities.

1.2.3.6.I will never use abusive or insulting language. I will treat everyone with dignity.

1.2.3.7.I will not tolerate inappropriate behavior, regardless of the situation.

1.2.3.8.I will not allow use of stimulates, drugs, tobacco, or alcohol by any of my players.

1.2.3.9.I will never knowingly jeopardize the eligibility and participation of a student-athlete.

1.2.3.10.           Youth have a greater need for example than criticism. I will be the primary soccer role model.

1.2.3.11.           I will at all times conduct myself in a positive manner.

1.2.3.12.           Coaching is motivating players to produce their best efforts, inspiring players to learn, and encouraging players to be winners.

1.2.4.      Parents  / Spectators

1.2.4.1.I will encourage good sportsmanship by demonstrating positive support for all players, coaches, game officials and administrators at all time.

1.2.4.2.I will place the emotional and physical well being of all players ahead of personal desire to win.

1.2.4.3.I will support the coaches, officials and administrators working with my child, in order to encourage a positive and enjoyable experience for all.

1.2.4.4.I will remember that the game is for the players, not the adults.

1.2.4.5.I will ask my child to treat other players, coaches, game officials, administrators and fans with respect.

1.2.4.6.I will always be positive.

1.2.4.7.I will always allow the coach to be the only coach.

1.2.4.8.I will not get into arguments with the opposing teams, parents, players, or coaches.

1.2.4.9.I will not come onto the field for any reason during the game.

1.2.4.10.           I will not criticize the game officials.

1.2.5.      ALL - Failure to comply with these ethics may result in the suspension of your privilege to participate in OYSL sanctioned events.

1.2.5.1.1st offense , formal notice of offense

1.2.5.2.2nd offense, suspension for a minimum of one game.

1.2.5.3.3rd offense, suspension for a minimum of 3 games.

1.2.5.4.4th offense, suspension for the remainder of the OYSL season and possibly indefinitely.

1.2.5.5.Any person charged with a 2nd level or higher offense violation of this Code of Ethics shall be afforded due process with the OYSL Board before the implementation of any suspension.

2.    Governance

2.1. By-Laws and Operations Manuals

2.1.1.      Are all superseded by the latest version of the Operations Manual.

2.1.2.      All elected Board Members are expected to have a comprehensive understanding of the entire Operations Manual, and adhere to the content.

2.1.3.      The date and version number of the Operations Manual shall appear on every page.

2.1.4.      The Operations Manual is meant to include every aspect of the League, including all appropriate items from previous versions.

2.1.5.      If any portion of the Operations Manual is found to be invalid for any reason, that portion will be considered severed, and the remainder of the provisions shall remain in force.

2.2. Board Structure and Conduct.

2.2.1.      There are three types of Board Member, whose members and duties are defined in the following sections.

2.2.1.1.The Executive Board Members (President, Vice President, Treasurer, Registrar, Secretary, Executive Player Agent)

2.2.1.2.The Other Elected Board Members (Head Referee, Web Master, Uniform Coordinator, Sponsor Coordinator, Equipment Manager, Public Relations Coordinator, Concession Manager)

2.2.1.3.The Open Board Members (Active Coaches)

2.2.2.      The Elected Member’s term shall:

2.2.2.1.Start at the conclusion of the election at the Annual Meeting, as defined in section 2.3, The Election Process.

2.2.2.2.Continue for one year through the conclusion of the election at the following Annual Meeting.

2.2.3.      Early Termination of Term:

2.2.3.1.If an Executive or Elected Board Member resigns during the term:

2.2.3.1.1.      The Web Master will post the open position on the web site for a period of at least one week, in a manner to be determined by the Web Master.

2.2.3.1.2.      At the nearest Board Meeting to the date of the resignation that is over a week from the date of the resignation, an election will be held in the same manner as the general election at the annual meeting.

2.2.3.2.A Board Member may be terminated involuntarily:

2.2.3.2.1.      If an elected board member is found to be in violation of an ethical or moral code.  If this occurs, the board member is prohibited from any future elected board position.

2.2.3.2.2.      When the member fails to appear at 2 consecutive board meetings without notifying the President or Vice President and/or fails to meet the deadline for required tasks.

2.2.3.2.3.      By a majority vote of the existing Board.

2.2.3.2.4.      In the same manner as the general election

2.2.3.2.5.      Without the subject Board Member being present.

2.2.3.3.Board Members that do not complete their term are not eligible for registration reimbursement and are not eligible to be on the elected board for a minimum of two complete seasons (Example: elected board members who did not complete term during current season or immediate past season would be ineligible for current election). If an elected board member is found to be violating an ethical or moral code, that person is prohibited from any future elected board position.

2.2.4.      Meetings:

2.2.4.1.Meetings are on the third Wednesday of every month, at 7:00 pm, in the conference room at the Beech Recreation Center, or at such other place and time as may be agreed upon by the elected Board Members, as conditions merit.

2.2.4.2.Meetings are conducted according to Rules of Order.

2.2.4.3.Any elected and open Board Members may make a motion.

2.2.4.4.Only elected Board Members may second a motion.

2.2.4.5.All elected and open Board Members may discuss a motion.

2.2.4.6.Only elected Board Members may vote on a motion.

2.2.4.7.The Secretary will collect requests for items to be added to the agenda for the coming meeting.

2.2.4.8.The Secretary has the discretion to postpone agenda items if they are received within 1 week of the coming meeting or are expected to exceed the available meeting time.

2.2.4.9.The Secretary will prepare and distribute the agenda via e-mail to all elected Board Members no later than four days prior to the coming meeting.

2.2.4.10.           The Secretary takes minutes at meetings and distributes them via e-mail to all elected Board Members within 7 days of the meeting.

2.2.4.11.           The second meeting after the conclusion of the last game of the season is defined as the Annual Meeting, with the first order of business being the election of new Board Members.

2.2.5.      Emergency Meetings:

2.2.5.1.Any elected Board Member may call for an emergency meeting.

2.2.5.1.1.      All elected Board Members must be notified of the date, time, place and purpose of the desired emergency meeting by e-mail or positive phone communication, no voice-mail, no later than four days prior to the planned meeting date and time.

2.2.5.1.2.      The emergency meeting must be attended by a quorum of elected Board Members consisting of a simple majority of all elected Board Members in order to conduct any business.

2.2.5.1.3.      The emergency meeting agenda will be limited to the stated purpose of the meeting.

2.2.5.1.4.      The meeting shall be conducted in accordance with the normal meeting procedures, such as the recording and distribution of minutes.

2.2.6.      The OYSL shall maintain insurance coverage for Board Members for protection from liability against any and all lawsuits.

2.3. Election Process

2.3.1.      The election will be held as the first order of business at the Annual Meeting.

2.3.2.      On the last week of regular season play, the Public Relations Manager will distribute a flyer promoting the Annual Meeting, and promoting the election of new Board members.

2.3.3.      The Secretary will collect nominations up to 48 hours prior to the Annual Meeting.

2.3.4.      The Secretary will prepare ballots for distribution to those present at the annual meeting. 

2.3.4.1.Nominations must be received no later than 48 hours from date of election.

2.3.5.      On the night of the election:

2.3.5.1.The election is the first item of business for the meeting.

2.3.5.2.The Secretary presents the slate of candidates.

2.3.5.3.Absent candidates are not eligible.

2.3.5.4.The slate of candidates is appropriately amended considering absent candidates.

2.3.5.5.The Secretary distributes the Ballots.

2.3.5.5.1.      One vote is permitted by qualified persons and a maximum of two votes per household.

2.3.5.5.2.      The child’s financial records must be in good standing.

2.3.5.6.Ballots are collected in such a way the votes are kept private.

2.3.5.7. At the conclusion of the collection of ballots,

2.3.5.7.1.      The presiding President counts the votes in the presence of the membership.

2.3.5.7.2.      The President will select an assistant to supervise the counting of the votes, the current secretary is strongly recommended.

2.3.5.8.The results are announced, with the vote count kept private.

2.3.5.9.The election meeting is adjourned.

2.3.5.10.           The new Board Members begin their terms immediately.

2.3.5.11.           At the discretion of the new President, a regular meeting may be conducted immediately following the election.

2.3.5.12.           An elected Board Member may submit a vote, on a board issue, by proxy in writing via e-mail to the President or Vice President. (It needs to be done by e-mail, as it would be date and time specific and provides electronic tracking of votes.)

2.4. The Executive Board of Directors

2.4.1.      President

2.4.1.1.Is an Administrative position only.

2.4.1.2.Oversees the League, by providing requested support to the elected board.

2.4.1.3.Conducts Board Meetings.

2.4.1.4.Is not eligible to submit or second any motions.

2.4.1.5.Is not eligible to vote unless there is a tie, including the election at the Annual Meeting.

2.4.1.6.Obtains replacements for Board Members that do not complete their term.

2.4.1.7.Trains Vice-President for succession.

2.4.2.      Vice-President

2.4.2.1.Assists President with overseeing the League.

2.4.2.2.Acts as President at Board Meetings and at the field during games in President’s absence.

2.4.2.3.Serves on the Red Card Review Committee.  See section 9.3.7.

2.4.2.4.Recruits next Vice-President for succession, with due consideration for the opinions of other Board Members.

2.4.3.      Treasurer

2.4.3.1.Acts as President at Board Meetings and at the field during games in President’s and Vice President’s absence.

2.4.3.2.Assist President with preparation of Annual Budget.

2.4.3.3.Collect all receipts and make appropriate deposits.

2.4.3.4.Collect all invoices and ensure timely payments.

2.4.3.5.Prepare monthly income and expense statements for presentation at Board Meetings.

2.4.3.6. Provide a copy of the monthly income and expense statements to the President and/or Vice President at the Board Meetings for the Board to review.

2.4.3.7.Prepare statements comparing actual experience versus budgeted for presentation at Board Meetings.

2.4.3.8.Balance bank statements.

2.4.3.9.Train an assistant for appropriate succession planning.

2.4.4.      Secretary

2.4.4.1.Performs administrative functions relating to Board Meetings as described in section 2.2.4, Meetings.

2.4.4.2.Takes minutes at meetings and distribute via e-mail to all elected Board Members within seven (7) days after meeting.

2.4.4.3.Assist President with League operations.

2.4.4.4.Acts as President at Board Meetings and at the field during games in President, Vice President’s and Treasurer’s absence.

2.4.4.5.Schedules Year-End Board Party.

2.4.4.6.Collects nominations for new Board Members for the Annual Meeting election.

2.4.4.7.Prepares ballots for the Annual Meeting election.

2.4.4.8.Trains an assistant for appropriate succession planning.

2.4.5.      Registrar

2.4.5.1.Conducts registrations in accordance with all provisions of section 4, Registration.

2.4.5.2.Collects registration forms from all sources.

2.4.5.3.Centrally records the data in a computerized master list.

2.4.5.4.Ensure accuracy of recorded information.

2.4.5.5.Track placement of players on teams.

2.4.6.      Executive Player Agent

2.4.6.1.Prepares reports showing team rosters.

2.4.6.2.Secures and Manages Coaches.

2.4.6.2.1.1.Determine which Coaches will be returning to their same Division and Team.

2.4.6.2.1.2.Supplement the Coaches Roster with new Coaches expressing an interest on the Player Registration forms.

2.4.6.2.1.3.Communicate equipment distribution procedures.

2.4.6.2.1.4.Communicate Beech Center Field reservation procedures.

2.4.6.2.1.5.Determine Coaches needs, assist when able, and communicate problems to the President.

2.4.6.2.1.6.Determine that Coaches have contacted parents and begun practices.

2.4.6.3.Distribute reports, as needed to other Board Members and coaches in a timely manner to ensure they can complete their required tasks.

2.4.6.3.1.      Draft Rosters are required to be distributed to Coaches no later than 5 days before the Draft.

2.4.6.3.2.      Uniform Rosters are required to be distributed to Uniform Manager in time to order uniforms.

2.4.6.3.3.      Complete Rosters to Coaches in time to start practices.

2.4.6.3.4.      Complete Rosters to all elected Board Members in time for all to answer parent questions about team placement and Coach contact information.

2.4.6.4. Establish first contact for parent & coach’s complaints.

2.4.6.5.Serve on the Red Card Review Committee.  See section 9.3.7.

2.4.6.6.Train an assistant for appropriate succession planning.

2.4.6.7.Oversee tryouts, and assign ratings to children participating in the tryouts

2.4.6.8.Conduct the draft and assign players to teams

2.5. Other Elected Board Members

2.5.1.      Head Referee

2.5.1.1.Manage Referee staff.

2.5.1.1.1.      Obtain the most qualified referees possible.

2.5.1.1.2.      Determine referee qualifications.

2.5.1.1.3.      Prepare referee schedule at least 72 hours prior to game day (Wednesday for Saturday games)

2.5.1.1.4.      Assign the most qualified referees to the most challenging positions.

2.5.1.1.5.      Train referees on performance expectations as defined in section 9, Refereeing.

2.5.1.1.6.      Evaluate referee performance.

2.5.1.1.7.      Discontinue using referees that fail to meet minimum performance requirements.

2.5.1.1.8.      The League will not be used to train unqualified referees.

2.5.1.2.Ensure coverage for games.

2.5.1.2.1.      One referee for each game above U-6.

2.5.1.2.2.      Plus Two linesmen for each game above U-8.

2.5.1.3.Serves on the Red Card Review Committee.  See section 9.3.7.

2.5.1.4.Train an assistant for appropriate succession planning.

2.5.2.      Web Master

2.5.2.1.Maintain Web Site in accordance with the responsibilities and procedures defined in section 11, Web Page Procedures.

2.5.2.2.Train an assistant for appropriate succession planning.

2.5.3.      Uniforms/Sponsors

2.5.3.1.Sponsorships

2.5.3.1.1.      Establish and maintain appropriate contact with area businesses.

2.5.3.1.2.      Collect donations from businesses.

2.5.3.1.3.      Manage placement of sponsor names on team uniforms.

2.5.3.2.Uniforms

2.5.3.2.1.      Obtain three (3) comparable estimates from area vendors for uniforms that will be presented to the Board so that the Board collectively votes on the uniforms that will be distributed for that season.

2.5.3.2.2.      Ensure uniform costs meet appropriate budget goals.

2.5.3.2.3.      Place order and make required changes to ensure timely receipt of the uniforms.

2.5.3.2.4.      Maintains a single point of contact with the uniform vendor.  All uniform order changes and deletions MUST be made through the Uniforms/Sponsors Manager.

2.5.3.2.5.      Deliver uniforms to teams in time for the start of season.

2.5.4.      Equipment Manager

2.5.4.1.Equipment

2.5.4.1.1.      Maintain inventory of Soccer Balls, First Aid Kits and Goalie Pennies.

2.5.4.1.2.      Maintain inventory of corner flags, goals, and nets.

2.5.4.1.3.      Distribute equipment to Coaches.

2.5.4.1.4.      Secure return of equipment from Coaches at end of season.

2.5.4.2.Fields

2.5.4.2.1.      Secure Beech Recreation Center field reservations for sufficient dates and times as may be needed by the League based on planned enrollment.

2.5.4.2.2.      Field reservations are restricted to a single hour per team per week until one week after the draft.

2.5.4.2.3.      Set field up prior to the scheduled start of the first game.

2.5.4.2.4.      Manage first field painting of the season.

2.5.4.2.5.      Communicate field issues with City of Ocoee Recreation Department.

2.5.4.2.6.      Secure equipment at the end of the day.

2.5.4.3.Train an assistant for appropriate succession planning.

2.5.5.      Public Relations Manager

2.5.5.1.Distribute League information to appropriate media, such as the West Orange Times.

2.5.5.1.1.      Registration dates.

2.5.5.1.2.      Game schedules and scores.

2.5.5.1.3.      Fund raising promotions.

2.5.5.2.Manage distribution of promotional signs around school zones.

2.5.5.3.Manage distribution of flyers to schools near the start of the school year.

2.5.5.4.Promote volunteering for Board positions.

2.5.5.5.Train an assistant for appropriate succession planning.

2.5.6.      Picture/Trophy

2.5.6.1.Obtain three (3) comparable estimates from area vendors for photography that will be presented to the Board so that the Board collectively votes on the photographer that the OYSL will use for that season.

2.5.6.2.Obtain three (3) comparable estimates from area vendors for trophies that will be presented to the Board so that the Board collectively votes on the trophies that the OYSL will distribute for that season.

2.5.6.3.Place player names on nameplate on trophy.

2.5.6.4.Distribute trophies to each team.

2.5.6.5.Train an assistant for appropriate succession planning.

2.5.7.      Concession

2.5.7.1.Purchase food/beverages and stock the concession stand

2.5.7.2.Stock the concession stand on a weekly basis

2.5.7.3.Manage the operation of the concession stand on a weekly basis

2.5.7.4.Train an assistant for appropriate succession planning.

2.5.8.      Team Mom Coordinator

2.5.8.1.Establish list of Team Moms from each team.

2.5.8.2.Relay League information to the Team Moms list.

2.5.8.3.Communicate with Team Moms to keep them informed of League activities, such as picture dates and Tournament information.

2.5.8.4.Train an assistant for appropriate succession planning.

2.6. Open Board Membership

2.6.1.      Coaches

2.6.1.1.Adhere to the agreements of section 1.2, Code of Ethics.

2.6.1.2.Secure practice field.  City of Ocoee Fields MUST be scheduled through the Ocoee Recreation Department, with the exception of the Beech Recreation Center Fields, which MUST be scheduled through the OYSL Equipment/Field Manager.

2.6.1.3.Obtain roster from Registrar.

2.6.1.4.Establish practice schedule.

2.6.1.5.Contact parents and organize practice.

2.6.1.6.Select Team Mom and submit name to Team Mom Coordinator.

2.6.1.7.Ensure equipment and uniforms are collected from the Equipment Manager.

2.6.1.8.Conduct practices as scheduled.

2.6.1.9.Ensure players practice with appropriate protective gear, as defined in section 9.2.11, Equipment Requirements.

2.6.1.10.           Train players to sit on the field if injured so the referee can determine that an injury has occurred and can stop play as soon as possible.

2.6.1.11.           After each game complete the Official Scoring Book in accordance with section 9.5.1, The Scoring Book.

2.6.1.12.           Ensure equipment is returned to the Equipment Manager at the conclusion of the season.

2.6.1.13.           Train an assistant for appropriate succession planning.

2.7. Volunteer Incentive Program (subject to change annually)

2.7.3.1.1.      Polo shirts are distributed at the start of the season with the Board Member first name on it.

2.7.3.2.Registration Fee

2.7.3.2.1.      Registration Fees are paid at registration.

2.7.3.2.2.      Prior to the election at the Annual Meeting the President will submit a list of Board members eligible for registration fee refund.

2.7.3.2.3.      The list may be discussed and edited prior to Board approval.

2.7.3.3.Buttons

2.7.3.3.1.      Buttons with player pictures are provided to Board Members at no charge.

3.    Finance

3.1. Budget

3.1.1.      The Treasurer compiles a report of the historical expense totals and trends.

3.1.2.      Board Members provide requests for modifications or additions.

3.1.3.      The Registrar provides a report of the historical enrollment totals.

3.1.4.      The President compiles the expenses in a consolidated report, and estimates projected enrollment.

3.1.5.      Dividing the total estimated expenses by the projected enrollment, the President calculates an approximate per player rate.

3.1.6.      U-12 and up will be slightly higher to accommodate higher insurance rates.

3.1.7.      The Budget is submitted to the Board for discussion, corrections, modifications, and approval.

3.2. Purchasing Procedure

3.2.1.      Authorization for Purchase

3.2.1.1.Board Members may only make purchases within the budget item associated with their discipline.  For example, only the Equipment / Field Manager may make equipment purchases.

3.2.1.2.Elected Board Members are authorized to spend up to $250 within their discipline without prior Board approval.

3.2.1.3.Dividing a single purchase between two receipts does not meet the requirements of section 3.2.1.1.

3.2.1.4.Purchases in excess of the maximum limit defined in 3.2.1.1. and must be approved by the Board including trophies and uniforms. 

3.2.1.5.The Board may require up to three separate quotes.

3.2.2.      Reimbursement Procedure.

3.2.2.1.Receipts collected must be submitted to the Treasurer on the Receipt Reimbursement Form.

3.2.2.2.Receipts must clearly indicate:

3.2.2.2.1.      The amount of the purchase,

3.2.2.2.2.      The item or items purchased,

3.2.2.2.3.      The date of the purchase,

3.2.2.2.4.      And the appropriate budget account to charge.

3.2.3.      Invoice Payment.

3.2.3.1.Invoices must be mailed to P.O. Box 1135, Ocoee, FL  34761.

3.2.3.2.Invoices will be paid within 30 days of receipt, or by the due date, whichever is earlier.

3.3. Sponsorships

3.3.1.      The Uniforms/Sponsor Manager will

3.3.1.1.Track sponsors,

3.3.1.2.Turn monies collected over to the Treasurer,

3.3.1.3.Turn the sponsor names over to the Secretary and Web Master.

3.3.2.      The Secretary will prepare a thank you letter for each sponsor.

3.3.3.      The President will sign and mail the thank you letters.

4.    Registration

4.1. Registration Form

4.1.1.      Under construction

4.2. Early Registration

4.2.1.      The Registrar will conduct on-site registration at the field on the last day of the regular season and on Tournament Day.

4.2.2.      The Registrar will continue to use the previous season’s fee structure until the new Board prepares the new structure.

4.2.3.      Once the new structure is approved, early registration concludes, and the new structure applies.

4.3. Requirements

4.3.1.      New players must bring their Birth Certificate.

4.3.2.      Children should be present at registration for uniform sizing.

4.3.3.      Fees:

4.3.3.1.Will be determined by the Board prior to the collection of registrations, except those registrations collected in accordance with section 4.2, Early Registration.

4.3.3.2.Must be paid at the time of registration.  Forms will not be collected without fees included.

4.3.3.3.Cover the cost of the jersey, shorts, and socks, but not the shin guards, approved soccer shoes, or mandatory safety equipment which are required for practice and play.

4.3.3.4.Cover trophies, insurance, and all other League administrative expenses.

4.4. Late Registration

4.4.1.      Registrations will be accepted after the fourth Saturday in September at the sole discretion of the Registrar.

4.4.2.      Players wishing to appeal a Registrar decision must submit an application for Board approval, with appropriate fees included.

4.4.3.      If a player registers late, they will probably not be assigned as a returning team player, especially if such late registration occurs after the draft.

4.5. Scholarships

4.5.1.      Scholarships allow players to apply for a registration fee waiver by demonstrating the registration fee will create a hardship.

4.5.2.      Applications must be received by the completion of the second registration weekend.

4.5.3.      Either the President or the Vice President will investigate the eligibility of the scholarship application and provide a report to the Board, either at a regularly scheduled Board Meeting, or via e-mail, before the Thursday prior to the Registration deadline.

4.5.4.      The Board will vote, either at a regularly scheduled Board Meeting, or via e-mail, to either accept or reject the application.

4.5.5.      If rejected, the player will be notified in time to register normally prior to the registration deadline.

4.5.6.      Scholarship applications will not be accepted after the registration deadline under any circumstances.

5.    Divisions

5.1. Definitions

5.1.1.      There are 5 Divisions: U-6, U-9, U-11, U-14, 17-U.

5.1.2.      The U in the Divisions represents the word “Under”. Therefore, U-6 may also be called “Under 6”.

5.2. Player Assignment to Division

5.2.1.      The player’s age on the July 31st immediately prior to the start of the season determines the player’s applicable Division.

5.2.2.      A player must be younger in years than the number of the Division, as of the applicable date.  A child aged 6 on July 31st would be assigned to the U-8 Division.

5.2.3.      A player may apply to be assigned to a higher or lower Division.

5.2.3.1.Such applications must be included with the original registration.

5.2.3.2.The application should include information explaining the reason for the requested reassignment.

5.2.3.3.The Board will determine the outcome of the application prior to the assignment of the player to any team.

5.3. Player Assignment to a Team

5.3.1.      Players returning to the same Division may either:

5.3.1.1.Have priority to remain on their prior team, or

5.3.1.2.Request assignment to another team, resulting in being treated the same as a Player advancing to the next Division.

5.3.1.3.The player should specify their preference on the registration form.  In the absence of an established preference, it will be presumed the player will remain on the prior team.

5.3.2.      Players advancing to the next Division will be assigned a team based on the provisions of section 8, The Draft.

6.    The Fields

6.1. Layouts

6.1.1.      A regulation field layout can be found in  Appendix A – Regulation Field Dimensions.

6.1.2.      OYSL space availability will not enable the use of a regulation field.

6.1.3.      Field layouts are scaled versions of a regulation field.

6.2. Dimensions

6.2.1.      There are four types of field, Large, 2/3, ľ, and Mini.

6.2.2.      Mini fields:

6.2.2.1. Do not utilize Penalty Boxes or Goal Boxes.

6.2.2.2. Use the Penalty Kick Circle Radius, drawn from the center of the Goal Line, to define an area players are not allowed to enter.

6.2.3.      All dimensions in the following chart are in feet.

6.3. Assignments

6.3.1.      Mini fields are used by U-6.

6.3.2.      2/3 size fields are used by U-8.

6.3.3.      3/4 size fields are used by U-10

6.3.4.      Large size fields are used by U-12 Division and up.

 

6.4. Layout Of All Fields

6.4.1.      Fields are oriented with the touchlines aligned from north to south to prevent the sun from being a factor in the play.

6.4.2.      The eastern property line is tree lined.  Starting 10 feet in from the tree line, place Field 4, a large sized field.

6.4.3.      Starting 20 feet from the western touchline of Field 4, place Field 3, another large sized field.

6.4.4.      Starting 20 feet from the western touch line and aligned with the northern goal line of Field 3, place Field 2, a 2/3 sized field.

6.4.5.      Starting 10 yards south of the southern goal line of Field 2, and 10 yards west of the western touchline of Field 3, place Field 1, a Mini sized field.

6.4.6.      All areas up to 5 yards behind goal lines are restricted from spectator use.

6.4.7.      All areas west of Field 1 and Field 2 are designated spectator areas.

6.4.8.      All areas east of Fields 1 and 2, and west of Field 3 are for players and coaches use only.  Spectators are restricted from this area.

6.4.9.      A 20’ wide aisle between Fields 3 and 4 are designated spectator areas.

6.4.10.  A 10’ wide aisle east of Field 4 up to the tree line are for players and coaches use only.  Spectators are restricted from this area.

6.4.11.  For a graphic presentation of this layout, refer to Appendix B – Layout of All Fields.

6.5. Maintenance

6.5.1.      City Of Ocoee Obligations

6.5.1.1.Fertilizing, mowing, and pest control.

6.5.1.2.Weekly painting of lines using OYSL paint, following pattern set by OYSL performing the first painting.

6.5.2.      OYSL Obligations

6.5.2.1.Painting of the first set of lines at the start of the season.

6.5.2.2.Painting of any lines of different colors other than white, as may be needed for utilizing fields for multiple divisions.

6.5.2.3.Every effort will be made to avoid multiple use fields.

7.    Tryouts

7.1. Eligibility

7.1.1.      All new players.

7.1.2.      Players moving up in age divisions.

7.1.3.      Players requesting to be placed in the draft from an existing team are ineligible for tryouts.

7.2. Drills

7.2.1.      A timed 40 yard run.

7.2.2.      Dribbling through 10 cones.

7.2.3.      Three (3) shots on goal at 10 yards.

7.2.4.      As Goalie, defend three (3) shots

7.3. Grading

7.3.1.      Only Board Members will grade players.

7.3.2.      Players are graded on a letter scale of A, B, and C.

7.3.3.      Grades are to be given to the Registrar/Executive Player Agent at the end of the tryout.

7.3.4.      Grading is to be used for the draft only and may not be made public.

7.3.5.      Grades may not be taken away from the field by anyone other than the Registrar/Executive Player Agent.

7.4. Players

7.4.1.      Players failing to attend a tryout will be placed into the hat picked pool for the draft.

7.4.2.      If there is more than one tryout, any player may attend all tryouts to attempt to obtain a better grade.  In such an event, the best grade from all tryouts will be recorded.

7.5. Coaches

7.5.1.      Are not allowed on the playing field during the tryout.

7.5.2.      Must not interfere with Board Members during the tryout.

7.6. Sandbagging

7.6.1.      Any Board Member that knows the player’s actual ability will announce it to the other Board Members and the player will be graded accordingly.

8.    The Draft (Outdated - Currently under development)

8.1. Participants

8.1.1.      The Executive Agent and a non-coaching Board member conduct the Draft.

8.1.2.      The Draft will be for players in divisions U-10 & UP.

8.1.3.      A coach can request to watch the draft proceedings

8.1.4.      The executive player agent will pick players for each team according to the rating assigned to the player.

8.1.5.      Coaches are not allowed to draft players.

8.1.6.      No trades are allowed during or after the draft.

8.1.7.      The Draft is not open to the public.

8.2. Definitions

8.2.1.      (Blind) Hat Pick - A child that does not attend at least one tryout. The child's name will be randomly picked from a hat.

8.2.2.      Draft Pick - A child that attends at least one tryout.

8.2.3.      Tryout List.

8.2.3.1.Board members will grade those players at the tryout so an overall rating can be generated.

8.2.3.2.This document will also list times associated from the tryout (i.e. 50 yard dash).

8.2.3.3.The players will be put into either an “A”, “B”, “C” category (“A” being the best).

8.2.3.4.The Tryout List will be provided to each coach upon request prior to the start of the Draft.

8.3. Eligibility for the Draft

8.3.1.      All new players to OYSL.

8.3.2.      All players moving into a new age division.

8.3.3.      All players that did not play OYSL the previous season.

8.3.4.      Any player requesting to enter the draft from an existing team.

8.3.4.1.For an existing player to re-enter the draft, the request must be made at registration.

8.3.4.2.Such a player is not eligible for try-outs.

8.3.4.3.The child will not be drafted back to their original team.

8.4. Roster Composition

8.4.1.      Returning players - Players that played on this roster the previous year (unless there is a restructure of the age divisions).

8.4.2.      Coach’s children

8.4.2.1.Coach’s children are automatically added to the team’s roster, provided those children are in the appropriate age division.

8.4.2.2.They may waive this option at registration, thereby entering the regular player pool.

8.4.3.      Siblings.

8.4.3.1.Siblings automatically go to brother/sister's team, such as when one child was on the roster the previous season and the other sibling is moving into this age division.

8.4.3.2.They may waive this option at registration, thereby entering the regular player pool.

8.4.3.3.When 2 or more siblings in the same age division are involved in the Draft, when a first sibling is picked, the next sibling will be automatically assigned to the 1st sibling’s team on the next Hat Pick round, regardless of how the first sibling was picked. This way a team does not lose a draft pick.

8.5. Order of Picks (modified for player pool)

8.5.1.      The order that players are placed on a team is based on the number of players on the roster, in all rounds including the 1st.

8.5.2.      If two or more teams have the same amount on the roster then a method such as a flip of a coin, drawing cards, etc. will be used to determine the order.

8.5.3.      The order remains the same throughout the entire placement of players, and for any new players that are added to rosters after the conclusion of team assignment.

8.6. Picks

8.6.1.      Teams will receive players alternately, from the tryout list and the (blind) hat pick (unknown players/players who have not tried out and/or has not played for OYSL before).

8.6.2.      First Round: All teams are involved in the first round regardless of roster size.

8.6.3.      Second Round.

8.6.3.1.Determine the total number of players on each roster.

8.6.3.2.Only the teams that have the smallest number of players on the roster participate in the round. 

8.6.3.3.Using the Order of Picks defined above, the team or teams with the least number of players is assigned a player from the tryout list.

8.6.4.      Third Round.

8.6.4.1.Determine the total number of players on each roster.

8.6.4.2.Only the teams that have the smallest number of players on the roster participate in the round. 

8.6.4.3.Using the Draft Order defined above, the team or teams with the least number of players is assigned a player from the (blind) hat pick.

8.6.5.      Subsequent Rounds.

8.6.5.1.Repeat the Second Round process for all evenly numbered rounds.

8.6.5.2.Repeat the Third Round process for all oddly numbered rounds.

8.6.5.3.As each round increases the number of players on each roster, ultimately the teams will all have the same number of players.

8.6.5.4.It is likely there will not be an even number of players to ensure each team has the same number of players.  As players register after team assignments, they are assigned to the existing teams with the least number of players in the sequence of the original Order of Picks, as defined above.

8.7. Miscellaneous.

8.7.1.      If a new expansion team(s) is formed then the new team(s) is treated like all other teams. No special treatment will be given to new teams.

8.7.2.      No manager or coach's option.

8.7.3.      Any and all comments and discussions during the player placement are confidential.

8.8. Post Draft Procedures

8.8.1.      The Registrar and/or Executive Player Agent

8.8.1.1.Will not allow trades after player placement.

8.8.1.2.Will keep a record of the Order of Picks sequence for each Division, and which team was the last to be assigned a player.

8.8.1.3.Ensure new players are assigned to the next team in the sequence.

8.8.2.      The team with the lowest number of players will receive the highest priority after team assignments are completed.

8.8.3.      In the event more than one team has the lowest number of players, the player assignment will be based on the Division Order of Picks sequence.

9.    Refereeing

9.1. Staffing.

9.1.1.      The League will provide a referee for games in the U-9 Division and up, AND

9.1.2.      Two line judges for games in the U-11 Division and up.

9.1.3.      U-6 games are not scored, and are officiated by the playing coaches, or by a volunteer mutually agreeable to the playing coaches.

9.1.4.      The Head Referee determines the eligibility of a referee, provided:

9.1.4.1.Referee staff are selected and assigned based on the merits of their performance, and

9.1.4.2.Referees are periodically reviewed to determine their eligibility to continue in their customary assignments.

9.1.5.      Referees are expected to:

9.1.5.1. Have a sufficient knowledge of the rules of the game and Section 9 of the OYSL Operations Manual (Refereeing).

9.1.5.2. Recognize the authority of the OYSL to deviate from FIFA Regulations, such as goal sizes, goal and penalty area sizes, and playing time durations, to name just a few.

9.1.5.3. Have a keen awareness of how to meet and maintain scheduling commitments.

9.1.5.4. Maintain the highest possible safety for our players by ensuring unsafe play is penalized and/or discontinued.

9.1.5.5. Have knowledge of, and an ability to adhere to and enforce the OYSL Code of Ethics, as defined in Section 1 of the OYSL Ops Manual (Code of Ethics).

9.1.5.6. Have an ability to provide quality customer service to our Coaches and Parents, possibly taking time to rationally explain a questionable call.

9.1.5.7. Be of an age greater than would be allowed to play in the Division they are officiating.

9.1.5.8. Demonstrate a high work ethic, showing professionalism and enthusiasm for the job.

9.1.5.9. Have other qualities, as may be determined at a future date, at the discretion of the Head Referee.

9.2. Playing Rules.

9.2.1.      Games will be conducted in accordance with the Laws of the Game as determined by the latest meeting of the International Football Association Board (IFAB), and published by the Federation Internationale de Football Association (FIFA). The following link requires Adobe Acrobat Reader.

9.2.2.      Coaches and players should refer to the Laws of the Game for clear definitions of important concepts such as throw-ins, offside, free kicks and penalty kicks.  Pay particular attention to the many illustrations in the back part of the book.

9.2.3.      OYSL waives the requirement to securely anchor portable goals to the ground.

9.2.4.      Substitutions:

9.2.4.1.There is no limit on the number of allowable substitutions.

9.2.4.2.A substitute list is not required.  Players are presumed to be valid substitutes if they are wearing the appropriate jersey.

9.2.4.3.Once recognized by the referee, substitutes may enter the field of play before the replaced players leave.

9.2.4.4.Referees have the prerogative to suspend the waiver defined in 9.2.4.3 and require substituted players vacate the field prior to substitutes entering, thereby abiding by the FIFA regulations.  The Board may require this prerogative to be exercised by the referees.

9.2.4.5.Substitution is complete once the last substitute enters the field or the last substituted player vacates the field, whichever occurs last, regardless of the referee’s option in 9.2.4.4.

9.2.5.      Equipment Requirements:

9.2.5.1.For practice AND games:

9.2.5.1.1.      Shin guards under socks.

9.2.5.1.2.      Soccer shoes.  Toe cleats are prohibited.

9.2.5.1.3.      No jewelry at any time.

9.2.5.1.4.      Mouthpieces for all players with dental appliances.

9.2.5.2.For games:

9.2.5.2.1.      OYSL distributed soccer uniforms.

9.2.5.2.2.      Jerseys tucked into shorts at all times.

9.2.5.3.Although not required, the use of mouthpieces is recommended for practice and games, even if the player is not required by the requirements of section 9.2.5.1.4

9.2.5.4.Athletic cup use is recommended for all male players.

9.2.6.      No allowances will be made for time lost.

9.2.7.      No abandoned matches will be replayed.

9.2.8.      Only Tournament Games will require ties to be broken.  The elected option will be “Kicks from the Penalty Mark.”

9.2.9.      No “Fourth Officials” will be used.

9.2.10.  Players must be allowed to play at least 50% of each game, unless the Coach elects to bench a player for disciplinary purposes.

9.2.11.  When using a goalkeeper, OYSL recommends the position be rotated among players, unless the Coach determines that one player shows exceptional talent.

9.2.12.  Only two coaches are allowed on the player sideline during a game. Under no circumstances are more than two coaches allowed on the player sideline unless previously approved by the Board. Parents and spectators are not allowed on the coaching sideline during the game.

9.2.13.  Circumvention of rule 9.2.12 by having coaches on the spectator sideline and communicating with the head coach via cell phone, two way radio, or other communications is forbidden, and may result in head coach suspension.

9.2.14.  U-6 games:

9.2.14.1.           Are officiated by the playing coaches.

9.2.14.1.1.  The coaches will always reach an amicable unanimous decision without the need for external intervention.

9.2.14.1.2.  One coach per team will be allowed on the field during play.

9.2.14.1.3.  The coaches will not impede the natural progression of the game.

9.2.14.1.4.  No coach is allowed in the goalie circle.

9.2.14.1.5.  If a coach steps into the goalie circle, a penalty kick will be awarded to the opposing team.

9.2.14.2.           Field 4 players, with a maximum of 10 players on the roster.

9.2.14.3.           Are not scored.

9.2.14.4.           Play without a goaltender.

9.2.14.5.           Use a size 3 ball.

9.2.14.6.           Are exempt from offside regulations.

9.2.14.7.           Are prohibited from using penalty kicks, unless the Coach steps into the goalie circle.

9.2.14.8.           Will be allowed a second chance for incorrect throw-ins with the proper instruction given for a correct throw-in.

9.2.15.  U-9 games:

9.2.15.1.           One coach per team will be allowed on the field during play for the first two games only.

9.2.15.1.1.  The coaches will not impede the natural progression of the game.

9.2.15.1.2.  No coach is allowed in the goalie box.

9.2.15.1.3.  If a coach steps into the goalie box, a penalty kick will be awarded to the opposing team.

9.2.15.2.           Field 9 players, including the goaltender, with a maximum of 14 players on the roster.

9.2.15.3.           Use a size 3 ball.

9.2.15.4.           Are exempt from offside regulations.

9.2.15.5.           Will be allowed a second chance for incorrect throw-ins with the proper instruction given for a correct throw-in.

9.2.16.  U-11.

9.2.16.1.           Field 10 players, including the goaltender, with a maximum of 15 players on the roster.

9.2.16.2.           Use a size 4 ball.

9.2.17.  U-14.

9.2.17.1.           Field 11 players, including the goaltender, with a maximum of 16 players on the roster.

9.2.17.2.           Use a size 4 ball.

9.2.18.  17-U

9.2.18.1.           Field 11 players, including the goaltender, with a maximum of 18 players on the roster.

9.2.18.2.           Use a size 5 ball.

9.2.19.  Insufficient Players:

9.2.19.1.           If a team does not have enough players, they may play a reduced number of players and the opposing team will be limited to field that same number of players plus one.

9.2.19.2.           A team must field at least 7 players to start a game. 

9.2.19.3.           Teams failing to meet the minimum number of players at the start of the game will be forced to forfeit the game with a final score of 0-3 to be used for standings purposes.

9.2.20.  Late Players.

9.2.20.1.           If a player appears within 15 minutes of the scheduled start of the game, that player shall be permitted to play.

9.2.20.2.           The player may only be added in at a time when substitution would be allowed.

9.2.20.3.           If this still leaves the team short of the maximum number of players allowed, the opposing team will be able to field an additional player.

9.3. Referee Authority

9.3.1.      The referee has complete control of the game and has the authority to eject a player, coach or spectator at any time.

9.3.2.      Anyone ejected must leave the playing field immediately, and must be out of sight and sound of the game.

9.3.3.      Failure to comply with the referee on the part of any participant can result in the offending team’s forfeiture of the game.

9.3.4.      An ejected player may not play the remainder of that game and will not play the next regular season game.

9.3.5.      If there is no coach or manager to continue the game, the OYSL Executive Player Agent will take charge of the team and finish the game.

9.3.6.      Color cards may be used to signal violations of conduct.

9.3.6.1.A Yellow Card means a warning.

9.3.6.2.A Red Card means an ejection.

9.3.6.3.Two Yellow Cards to the same individual equal a Red Card, and ejection from the game.

9.3.6.4.There are two types of Red Card.

9.3.6.4.1.      Ejection from the game for fouls.

9.3.6.4.2.      Ejection from the game for fighting or the intentional harm to another player.

9.3.7.      The Red Card Review Board will review all Red Card ejections.

9.3.8.      Should a parent have a dispute over a referee’s call and/or behavior that shall be immediately taken up with the Head Referee. At no time will a referee and parent engage in a confrontation over calls made by the referee.

9.4. Protests

9.4.1.      The referee must be notified of the protest not later than the end of the game.

9.4.2.      A written report must be forwarded to the Executive Player Agent within 48 hours of the conclusion of the game.

9.4.3.      The report must contain the essential facts of the case and the basis on which the protest is submitted.

9.4.4.      Protests will be resolved by the OYSL Review Committee comprised of:

9.4.4.1.The Vice President.

9.4.4.2.The Executive Player Agent.

9.4.4.3.The Head Referee.

9.5. League Standings

9.5.1.      The Scoring Book:

9.5.1.1.The official scoring book will be kept at a designated area on game days.  This is usually under the referee tent beside Center Field.

9.5.1.2.Each Team Coach is required to sign the scoring book after verifying the game score immediately after the conclusion of the game. Should a coach fail to sign and verify the score to the game then the score will stand as noted by the referee---NO EXCEPTION.

9.5.1.3.The Webmaster will use the scoring book to update the standings and post them weekly on the OYSL Website.

9.5.2.      Winning teams earn 2 points.

9.5.3.      Ties earn each team 1 point.

9.5.4.      The team with the greater number of points will be ranked higher.

9.5.5.      In the event of a tie in points, the team with the lower goals allowed against them will be ranked higher.

9.5.6.      In the event of a tie in points and a tie in goals allowed, the team with the higher goals scored will be ranked higher.

9.5.7.      In the event two teams are still tied at the conclusion of the regularly scheduled season, a game will be scheduled to break the tie.

9.6. Tournament Rules

9.6.1.      The top 4 teams in each Division are eligible for the Tournament.

9.6.2.      The teams are seeded according to their ranks at the conclusion of the regularly scheduled season.

9.6.2.1.The regular season game playing rules will apply, except ties are settled using “Kicks from the Penalty Mark,” as defined in the Laws of the Game.

9.7. All-Star Game Rules (Currently under development)

 

9.7.1.      The Tournament Champions will participate in another game one week after the Tournament.

9.7.2.      All other teams in each Division are eligible to send players selected by the individual Coaches.

9.7.3.      The number of players from each team depends on the number of players allowed per roster for the Division, and the number of teams in the Division.

9.7.4.      The final ranking from the Division after the Tournament determines the order in which teams are able to fill the roster.

9.7.5.      Priority will be given to teams that rank higher in the standings.

9.7.6.      The regular season game playing rules will apply.

9.7.7.      The coach for the second place team from the Tournament will be given first priority to coach the All-Star team.

9.7.8.      The second place coach may pass on the option to coach the All-Star team, in which case the option passes to the third place coach, then the fourth place coach, and so on.

10. Schedules

10.1.             Tryouts

10.1.1.  A total of one tryout will typically be conducted on the third Saturday in September.

10.1.2.  For operational details, see section 7, Tryouts.

10.2.             The Player Assignment

10.2.1.  The player assignment will typically be conducted on the fourth Saturday in September.

10.2.2.  For operational details, see section 21, the Draft.

10.3.             The Season

10.3.1.  The regular season runs 10 weeks starting on the first Saturday in November.

10.3.2.  Games are not played the Saturday after Thanksgiving, or on Saturdays between Christmas & New Years day.

10.4.             Games

10.4.1.  Games will start on time.  If a team is short players, refer to section 9.2.19, Insufficient Players.

10.4.2.  Duration:

10.4.2.1.           U-6 & U-9

10.4.2.1.1.  Play four quarters of 10 minutes each.

10.4.2.1.2.  Have a 5-minute half time.

10.4.2.1.3.  Have 2-minute breaks after quarters 1 and 3.

10.4.2.1.4.  U-6 games start every hour on the hour starting at 9:00am.

10.4.2.1.5.  U-9 games start every hour and fifteen minutes starting at 9:00am.

10.4.2.2.           U-11.

10.4.2.2.1.  Play two halves of 25 minutes each.

10.4.2.2.2.  Have a 5-minute half time.

10.4.2.2.3.  If both coaches agree, may play four 10-minute quarters.

10.4.2.2.4.  If play is in quarters, there are 2-minute breaks after quarters 1 and 3.

10.4.2.3.           U-14.

10.4.2.3.1.  Play two halves of 30 minutes each.

10.4.2.3.2.  Have a 5-minute half time.

10.4.2.3.3.  If both coaches agree, may play four 15-minute quarters.

10.4.2.3.4.  If play is in quarters, there are 2-minute breaks after quarters 1 and 3.

10.4.2.4.           17-U

10.4.2.4.1.  Play two halves of 35 minutes each.

10.4.2.4.2.  Have a 5-minute half time.

10.4.2.4.3.  If both coaches agree, may play four 15-minute quarters.

10.4.2.4.4.  If play is in quarters, there are 2-minute breaks after quarters 1 and 3.

10.5.             Post Season

10.5.1.  The Championship Tournament is played the Saturday following the last regular season game.

10.5.2.  The All-Star game is played the Saturday following the Championship Tournament, should the league decide to have one.

10.6.             Tournament Schedule (Currently under development)

10.6.1.  U-9 and U-11 run concurrently on separate fields.

10.6.1.1.           The first place team plays the fourth place team at 9:00am.

10.6.1.2.           The second place team plays the third place team at 10:00am.

10.6.1.3.           The winner of the first game plays the winner of the second game at 2:00pm.

10.6.2.  U-14 games run on the following schedule:

10.6.2.1.           The first place team plays the fourth place team at 9:00am.

10.6.2.2.           The second place team plays the third place team at 11:00 am.

10.6.2.3.           The winner of the first game plays the winner of the second game at 2:00pm.

10.6.3.  17-U games run on the following schedule:

10.6.3.1.           The first place team plays the fourth place team at 10:30am.

10.6.3.2.           The second place team plays the third place team at 12:00.

10.6.3.3.           The winner of the first game plays the winner of the second game at 3:30.

10.7.             All-Star Game Schedule

10.7.1.  U-8 and U-10 run concurrently on separate fields starting at 9:00am.

10.7.2.  U-12 start at 10:00am.

10.7.3.  U-15 runs at 11:30..

11. Web Page Procedures

11.1.             Web Master Responsibility

11.1.1.  The Web Master is responsible for the content of the web site, including:

11.1.1.1.           Tracking and posting weekly scores.

11.1.1.2.           Updating the standings weekly based on the entries in the official Score Book, as defined in section 9.5.1, The Scoring Book.

11.1.1.3.           Posting Tournament schedules.

11.1.1.4.           Posting of promotional material, as may be submitted by the Public Relations Director.

11.1.1.5.           Planning for future enhancements to web services, such as online registration and online roster tracking.

11.2.             Submitted Material

11.2.1.  Must be submitted to the Web Master.

11.2.2.  At the sole discretion of the Web Master, material submitted:

11.2.2.1.           May be posted.

11.2.2.2.           May be rejected.

11.2.2.3.           May be presented to the Board for consideration.

11.2.3.  If the submitting party wishes to appeal a Web Master decision, they must submit the material to the Board for consideration at the next regularly scheduled Board meeting.

11.3.             Score Dispute Resolution Procedure

11.3.1.  It is the coach’s responsibility to verify the score and initial that such was done immediately after his game. The coach loses his/her right to dispute a score if the coach fails to verify the score immediately after the game and place his/her initials in the scorebook. (See 9.5.1.2)

11.3.2.  If the Official Score Book supports the claim, the scores and standings will be corrected and the notifying coach will be advised by reply e-mail.

11.3.3.  If the Official Score Book does not support the claim, the Web Master will obtain confirmation of the claim from the coach of the opposing team via e-mail.

11.3.4.  Until the opposing Coach agrees with the claim of the disputing Coach, the score from the Official Score Book shall stand.

11.3.5.  Coaches are encouraged to prevent this problem by strictly adhering to section 9.5.1.2.

12. Concession Procedures

12.1.             Cash Register

12.1     Will be operated only by an elected board member.  

12.2.             Staffing

12.2     Schedule will be coordinated with Team Parent Coordinator. 
Schedule should include two (2) elected board members and two (2) team parents per shift (Shift is defined as a predetermined two (2) hours)

12.2.1  Team parents are to work outside of concession stand.  They are to be responsible for grill area.

12.2.3  Teams that cannot or do not wish to send volunteers for shift may opt to pay concession in lieu of working.  The fee is $20 per person per two (2) hour shift – Concession should be notified at least one (1) week in advance.
